Welcome To Directorate of Kerala State Lotteries

Within no time, the department has grown throughout the length and breadth of Kerala by contributing to the needful.

It had the late Shri. P. K. Seydu Mohammed as its first Director, in fact its founder Director. The department which came into existence on September 1, 1967, released its first lottery ticket on November 1, the same year. The ticket valued at Re. 1 carried first prize money of Rs. 50,000. The first draw took place after more than 60 days i.e., on January 26.

With its humble beginning, the department was to set an example for the entire country. Soon many other states jumped into the bandwagon by starting their own lotteries. However, Kerala State Lotteries remains atop all of them, thanks to its credibility, transparency and reliability and its effective measures for agents’ welfare. Starting with just one lottery. 

The department now rolls out seven weekly lotteries viz. Pratheeksha, Dhanasree, Win-Win, Akshaya, Bhagyanidhi, Karunya and Pournami lotteries and six bumper lotteries. The department, which started with a few personnel, now has around 465 employees under its Directorate located at Vikas Bhavan at Thiruvananthapuram, 14 District Offices and a Regional Deputy Directorate at Ernakulam. More over three Taluk Lottery Offices are also functioning one each at Punalur in Kollam District, Kattappana in Idukki District and Thamarassery in Kozhikkode District. The department which was initially under the Department of Finance was later brought under the Taxes Department.

Organisation Structure of Kerala lottery

The Department is headed by the Director of State Lotteries and assisted by an Additional Director and a Joint Director. The Directorate has 3 Deputy Directors and four District lottery officers (HQ) in Administrative position. Among others, the Directorate also comprises of a Finance officer, Publicity Officer, Accounts Officer (IA) and two Senior Auditors,. The Finance Officer is appointed on deputation from the Government Secretariat and the Senior Auditors are appointed on deputation from the Accountant General’s Office.The Publicity Officer is appointed on deputation from the Public Relations Department, Government Secretariat.

The Sales and Prize sections are functioning under the supervision of the two Deputy Directors. Another Deputy Director controls the printing related matters. The Budget, and Internal Audit Wing in the Directorate are functioning under the supervision of the Finance Officer, Publicity Section is functioning under the supervision of the Publicity Officer. The post of Accounts Officer (Welfare), at the Directorate has been deployed to the Agents and Sellers Welfare Fund on it’s reorganization and has been redesignated as the State Welfare Officer who is in charge of Agents Welfare Fund, which looks into matters relating to agent’s welfare and allied matters. One Regional Deputy Directorate at Ernakulam, 14 District Lottery Offices and three Taluk Lottery offices also come under the Department. 

The Directorate controls the printing and distribution of tickets of all lotteries. At present tickets including Bumper are printed at the Govt Press Mannanthala, Kerala Books and Publications Society Kakkanad, Kochi and C-apt (Kerala State Centre for Advanced Printing and Training). Sale of lottery tickets, Agency registration, renewal, sanctioning of prize money and disbursement of prizes up to Rs.1 Lakh are carried out by the District Lottery offices. General administration, distribution of major prizes above Rs. 1 lakh and granting of agencies outside Kerala, overall control etc., are the main functions of the Lotteries Directorate at Thiruvananthapuram. Sale of tickets and payment of prize money are performed through the Taluk Lottery offices also. The Department is under the administrative control of the Department of Taxes, Kerala. There are 465 employees working under this department.

How to join as agent kerala lottery ?

The Department of Lotteries has a wide distribution network consisting of more than 35,000 agents and above 100,000 retailers. The guidelines for starting an agency or becoming an agent are very simple and that too without any substantial investment. This has helped many an unskilled personnel find daily income for their family. Any Indian who is above the age of 18 can become a Kerala State Lotteries Agent. A person who applies in the prescribed form along with the necessary fees (Rs.200/-) and two passport size photos at the Directorate and District Lottery Offices can become an agent. This initial registration is valid for a calender year. Afterwards the agent can renew his/her agency, just for a fee of Rs. 50 per year. Casual agency is issued from District Lottery Offices on remitting a fee of Rs.50/-for a particular lottery. An agent?

Agencies are allotted from the Directorate and from other District Offices. It is easy to identify the office to which an agent or an agency belongs. The directorate and each District Office are given a specific code. This code is given in front of agency number.

As per GO (P) No. 14/2011/TD dated 28.1.2011, the Director has the power to suspend or cancel an agency if it is found that the agent or seller is acting in contravention of any of the provisions of the Act or the Rules or is indulging in any act or omission in any form which is detrimental to the public interest. The aggrieved person may within 30 days from the date of such decision prefer an appeal to the Secretary, Taxes Department. Further, no agent shall conduct the sale of tickets through internet or by any other means without prior written permission of the Director and only sale of physical tickets is permitted. More over tickets shall be delivered to the sub agent, agent or general public immediately on reciept of the cost of tickets.

** As sated above, at present agency of any kind is issued only from District Lottery Offices. Tickets can be purchased by registered agents by remitting cash, by DD, by exchange of prize winning tickets or by credit on presenting adequate bank guarantee.

Prize Structure of Kerala lottery?

The Department of State Lotteries has been rolling out six weekly lotteries,two biweekly lotteries and six bumper tickets until Aug/2010.But in compliance with the judgement of the Hon’ble High Court of Kerala in WP(C) 25632/2010,the Government have instructed vide GO (MS) No.223/10/TD dated 31.8.2010 to reduce the number of weekly lotteries to one,retaining the six bumper lotteries per year.Accordingly the department was conducting only one weekly lottery namely Win-Win on every Wednesday besides the six Bumper Lotteries per year from September 2010 onwards. But vide GO (MS) No. 105/11/TD dated 10.8.2011, the Government have accorded sanction to restore the weekly lotteries temporarily stopped.The details of weekly lotteries and Bumper Lotteries conducted by the department from September 2011 is shown below.

All the activities relating to  printing and distribution of tickets are under the direct control of the Government. Ticket designing is done by experienced panel artists, under the supervision of the Director. This design, once approved by the Director is printed. Name of the lottery, number, date of draw, ticket number etc. will be there in the front side of each ticket, while the opposite side contains information on the prize structure and how to claim  prize/ publicity matters of social nature. The department now brings weekly tickets worth Rs.20/, Rs. 30/- Rs. 50/- and bumper tickets worth Rs.100/-and Rs. 200/-

The number of tickets to be printed and the number of series are decided by the Director. The department has taken all possible steps for secure printing. As an added security feature,random numbering and barcode are adopted in tickets.All the printing works are done in Government Presses. Now tickets are printed at the  Kerala State Centre for Advanced Printing and Training (C-apt), Trivandrum, Kerala Books and Publications Society,Kakkanad,Kochi and the Government Press, Mannanthala, Trivandrum.


How To cliam Winning ammount in kerala lottery?

The prize-winner of a lottery shall surrender the prize-winning ticket within 30 days of the draw with all necessary documents. Prizes up to Rs. 1Lakh may be claimed from the District Lottery Offices concerned. Prize winning tickets above Rs.1 Lakh shall be surrendered before the Director of State Lotteries after affixing the signature, name and address of the prize winner on the back side of the tickets with the following documents.**

1A claim application along with a Photostat copy of both sides of the ticket, self attested.
2Two Passport size photographs of the prize-winner duly attested by a Gazetted Officer/Notary.
3A receipt for the prize money in the prescribed form affixing a revenue stamp worth Rs.1/- with full address of the prize-winner(download).
4If the prize winner is a minor, Guardianship certificate from a competent authority.
5In case of joint claims, one of the prize-winners should be authorized to receive the prize money and a ‘Joint Declaration’ in stamp paper worth Rs. 50/- should be executed.
6Self attested copy of the PAN Card.
7Attested document to prove identity ( Attested copy of Ration Card, Driving License, Passport, Election ID Card etc)

Prize amount can also be claimed through Nationalised, Scheduled or State/ District Co-Operative banks. The prize winning ticket should be surrendered to the bank with all the above documents, if necessary. The bank should submit the claim to the Director of State Lotteries with the following certificates:

Tax :

For prize moneys more than Rs. 10,000, income tax at prevailing rate will be deducted and credited into the central government account. As of now, an Income tax of 30% will be deducted for all the prize winning claims exceeding Rs. 10,000/- For the agents prize claims an amount equivalent to 10% of the claim will be deducted as income tax. Presently no surcharge or educational cess is deducted as per the Income Tax rules.

** Prize winning tickets above Rs.1 Lakh and upto Rs.20 Lakhs shall be passed for payment by the Deputy Director(Prize) and that above 20 lakhs by the Director.
